An extensive site survey and masterplan was produced for the City of Dodge City, Kansas concerning the growth strategies for the future of the town. The plan incorporated an Entertainment District including a Casino, Arena, and Sports Venue adjacent to the heart of the City, Boot Hill Monument. Taking into consideration the pathways of the existing city, overlaid with a shifted plan to bring the disconnected points of interest to a central focus, the following criteria were used:

Existing Patterns of Movement

Sites selected should be near known landmarks and uses where the patterns of movement are already established. This creates an easy extension of the physical context in an atmosphere of familiarity accessibility.

Availability and Ownership of Land

Property where ownership and transfer issues are simplified and where a great deal of the ownership is institutional and/or governmental.

Infrastructure Required

Majority of land is vacant and the minimal existing infrastructure available is conducive to larger scale development versus an area where many existing streets, buildings and utilities exist creating a condition of complexity.

Proximity of Complementary Uses

The sites should be near other existing entertainment uses where shared facilities, parking and potentially people moving activities can occur without great duplication.

Access and Connectivity

The site should have access from all parts of the City. This ingress will provide a convenient way of accessibility of the uses and will also allow for a dispersion of traffic after major events that does not create immediate additional stress on existing infrastructure.
